Quebec Declares the Job List Eligible for Simplified LMIAs

Recently, the Quebec Ministry of Immigration has declared the list of eligible occupations that require simplified Labour Market Impact Assessment (LMIA). LMIAs refer to the documents that some employers must acquire before they recruit temporary workers from foreign countries. The main objective of this document is to ensure that the hiring of foreign workers will either have a positive or neutral impact on the Canadian labor market.

By providing the list of the eligible occupations for this recruitment, the Government of Quebec assesses the jobs that impact the salaried workers, hence understanding the labor requirements of the area. The list has grown considerably, with more than 300 job titles currently. Moreover, unlike the LMIA processes in the rest of the country, for the LMIAs in Quebec, the employer must submit the application to both the federal and provincial governments.

Currently, Quebec provides three conditions that the application for LMIAs must satisfy to be eligible for temporary foreign workers’ recruitment. Firstly, the employer must provide a work environment to the foreign worker equivalent to a Canadian citizen or permanent resident, whether for the salary or the general situation. Also, the job title should comply with the laws and regulations of the province and meet the labor needs of the area. Finally, the employer must provide health insurance to the worker which will include urgent care as well.
