Canada is expanding the permanent residence pilot program for out-of-status workers in the Greater Toronto Area (GTA). This initiative is to address the increasing labor shortage crisis that was caused by both the Covid-19 pandemic and the aging workforce of Canada. The pilot program in question was launched by the partnership between the Canadian Labour Congress (CLC) and Immigration, Refugees and Citizenship Canada (IRCC) in 2019. Initially, the program aimed at providing permanent residency to 500 out-of-status workers in the construction industry.
