The Provincial Nominee Program (PNP) allows the provincial governments in Canada to plan and accordingly promote the jobs in demand within their provinces. Under this program, the year 2022 aimed at an overall admission of 83,500 new permanent residents. However, this number seems to be increasing according to the Immigration Levels Plan for 2023-2025. The Immigration Levels Plan indicates a further welcoming of 20,000 new permanent residents, which might go up to 105,000, in 2023.

As the PNP targets are distributed according to the labor needs of the provinces, provinces are demanding higher targets. As a result, there will be an increase in PNP targets for new PR immigrants in the provinces.

It is predicted that by 2025 the PNP will cover almost one-fifth of the total number of new immigrants with permanent residency in Canada.

On the other hand, the Express Entry programs are aiming for around 82,880 new permanent residents for the year 2023, which may reach 114,000 by 2025. This is still less than the targets allocated for the PNP as the 2022 PNP targets set have already crossed Express Entry. This increase can be attributed to the recognition of the distributive benefits of the program to provinces, meeting the dire need of the labor force.
