Canada expects to welcome 411,000 new immigrants in 2022. Canada has struggled to process applications promptly, resulting in a backlog of 1.8 million applications. If Immigration, Refugees, and Citizenship Canada (IRCC) can clear its backlog, 2022 might be a record year for Canadian immigration.
Many variables will influence immigration to Canada in 2022
Even the Express Entry draws continued during the epidemic; those held in 2021 were very different from those had before. Candidates from all Express Entry programs were eligible to enter each lottery once a fortnight before the event. In 2021, only CEC and PNP candidates were qualified for Express Entry.
Only provincial nominees will be eligible for Express Entry drawings starting September 15, 2021. The problem is an immigration backlog. IRCC can no longer handle new applications and hence cannot continue to issue large amounts of ITAs. IRCC has not said how long this will take or how much of the backlog they need to clear.

Canada’s Budget 2021 The upcoming changes to Canada’s immigration laws and systems were plainly stated in the budget for 2021. The specifics included statements on the Express Entry system. The 2021 budget will outline immigration reforms that include:
- Improve the Temporary Foreign Worker (TFW) Program to help women of color get permanent status faster (TR to PR pathway)
- Increase capacity and service standards at the IRCC Client Support Centre.
- The Canadian government will propose changes to the Immigration and Refugee Protection Act (IRPA) to prioritize Express Entry candidates who meet labor market criteria.
Changing the Comprehensive Ranking System (CRS) scoring algorithm or which NOC codes can use the Express Entry system are also possibilities, according to Budget 2021 statements. Before 2015, the Federal Skilled Worker Program allowed just 50 NOC codes to be applied for. If officials decide they are not getting the most acceptable candidates now, they may restrict NOC codes in 2022.
In 2022, the Canadian government will introduce new NOC Codes as part of an update of the NOC system. This upgrade is called NOC 2021, and although it reads 2021, it won’t take effect until the end of 2022.
NOC 2021 will impact several Canadian government departments, including the Immigration and Refugee Board (IRB). The new NOC codes will have five digits instead of four. The NOC Skill Levels will also be removed (level 0, level A, level B, level C, and level D), and TEER levels will replace them.
Levels 0-5 of the TEER will be accessible. NOC skill levels 0 and A were used to determine TEER levels in the past. The most brutal hit will be NOC Skill Level B jobs. TEER Level 3 will contain 47 NOC Skill Level B jobs, while TEER Level 2 will house the rest.
It is unclear how the TEER Levels will be integrated into Express Entry. TEER Levels 0-2 are required for several NOC Skill Level B occupations. However, it is feasible to expand the number of occupations eligible for Express Entry by adding TEER Levels 0-3. Candidates in the 47 NOC Skill Level B jobs moved to TEER Level 3 should be aware of this.

Canadian immigrants can now apply online.
The Canadian Immigration and Refugee Protection Agency (IRPA) established two new online application sites for 2022 applicants.
Please utilize the first portal to apply for a tourist visa. Those who used a TRV before September 7, 2021, may need to reapply. Those who have previously applied via the former IRCC portal should reapply.
Transforming the TRV application system was essential to processing all COVID-19 applications. Applicants can now say that they meet the current travel exemptions and qualify to enter Canada. IRCC may focus on processing applications where the applicant can travel after their TRV is issued, rather than TRVs that cannot be used right now.
The TRV portal now accepts study permit requests. The old IRCC Secure Account (GCKey) has been replaced with the new IRCC Secure Account.
It was IRCC’s second new website. Applicants in the following categories will no longer need to submit a paper application after 2022.

- Agri-Food Immigration Pilot Program (AIP)
- Visa for Startups
- Entrepreneurs, investors, and exceptional employees from Quebec.

- Refugees and people under protection in Canada
- Concerns about others’ welfare
- Temporary residents who want to stay permanently
