For applying under the immigration program for skilled workers, you must first decide between Quebec and the other provinces because Quebec has a different program for skilled workers. For immigrating to other provinces you should apply under the Express Entry Program.

Another Way To Start Business In Canada
Apart from getting a permanent resident visa or qualifying either of the Express Entry Programs, you can also start a business in Canada by starting a corporation or partnership in the country. However, you will have to collaborate with either a permanent resident or a citizen of Canada. It means you cannot be the sole proprietor in this case. Importantly you must consult a legal expert to ensure that your work permit is not invalidated in any way due to this partnership.
Also, even if you are a partner or shareholder in a Canadian business it does not give you the right to stay in the country for a long duration.
