The investment programs in the USA and Canada namely U.S. EB-5 / Quebec Investor Immigrant Program interest many investors from all over the world especially from China.
About the QIIP:
The government of Quebec (Canada) has a quota under Quebec Investor Immigrant Program (QIIP) under the category of Canad Business Immigration. Under this program, 1900 applicants from all over the world will be accepted (from May 30, 2016, to February 28, 2017). The QIIP promotes easy immigration to Canada for the eligible investors. These investors will have to make a passive investment and settle in Quebec.
About the U.S. E.B-5:
E.B-5 is for U.S.A what QIIP is for Quebec. E.B-5 provides an easy method of obtaining a green card for the foreign nationals who invest in the USA. To get the visa, one has to invest at least $500,000 (in a rural area) or $1,000,000 which has to generate at least 10 jobs for U.S workers (excluding investors and their immediate relatives). If the foreign investor’s petition gets approved, the investor and his dependents will get a conditional permanent resident for next two years.
Both the investor program (U.S. EB-5 / Quebec Investor Immigrant Program) are considered to be top notch in the world. To be a part of any of the investment programs there are set of requirements which need to be sufficed. We have conducted a comparison between the investment programs based on different categories. Let’s see which is better- U.S. EB-5 / Quebec Investor Immigrant Program.
1. What is the minimum investment required?
QIIP- Under the QIIP the applicant alone or accompanied by a spouse should have net assets of at least $1,600,000.
U.S. EB-5- To be an investor under E.B-5 one should have net assets of at least 1,000,000 which is less than QIIP.
2. What is the basic investment amount?
QIIP applicants must sign an agreement to invest CAD 800,000 via an authorised financial intermediary. The initial amount paid by the investor is returned without interest at the end of five years. The plus point is that this is a passive investment guaranteed by the Quebec government which makes this investment risk free. Investors can also finance their investment. Most of the investors under QIIP opt for the financing option which makes QIIP most reasonable for TIER 1 residence.
As mentioned before, under E.B-5 investors are required to invest USD 500,000 to 1,000,000 in a job-creating project. An investor can invest USD 500,000 in the Targeted Employment Area in a high unemployment zone. Unlike QIIP financing is not permitted under E.B-5.
3. What changes does it bring to the immigration status?
Under the QIIP an investor will be provided with Quebec Certification of selection. This certificate can be used only to apply for permanent residency. But in the case of E.B-5 applicants are awarded conditional permanent residency (green card).
4. What are other requirements?
Under QIIP the applicant must intend to settle in Quebec (once the applicant has a PR he is free to live anywhere in Canada). Applicant should also have at least two years of experience at a senior managerial level within five years of preceding the application.
Under E.B-5 the initiated investment by the applicant should create at least ten full-time jobs for U.S workers (excluding investors and their immediate relatives) within two years.
After comparing all the aspects we think QIIP is a better and safer option. It may also lead to hassle free and quick growth.
