Canada, 6th November: Canada has rolled out its ‘Employer Portal’ for LMIA exempt work permit applications.
Canada immigration department CIC(Citizenship and Immigration Canada) has announced several key changes to Canada’s International Mobility Program. New rules have also been introduced by Canada for Labor Market Impact Assessment-exempt work permit applications.

Employment offers through IMP exempt from LMIA requirement--It needs to be notable that all applications made to foreign workers through the International Mobility Program(IMP) do not require any LMIA.
LMIA is a document proving that there will be a positive or no impact on the Canada labor market of the hiring of foreign workers.
All jobs needing a LMIA are under the TFWP(Temporary Foreign Worker Program).
More about the Employer Portal—The introduction of the Employer Portal is among several key changes by Canada immigration department CIC. Before 21st February, 2015, foreigners wanting to work in Canada on a LMIA exempt work permit were allowed to get one at Canada border. However, from 21st February, 2015 onwards, such foreign workers cannot obtain any employer-specific work permit if the needed information has not been submitted by the intended employer and paid the fee before the submission of the work permit application.
What are the conditions for submission of an offer of employment?—the employers need to do the following—
- An employer must pay an employer compliance fee of $230;
- Must submit an offer of employment form through the Employer Portal;
Employers don’t need to submit any offer of employment form or paying any employer compliance fee in case the foreign worker possesses an open work permit. An open work permit enables the holder to get employed under any Canada employer.
Canada employers wanting to recruit any foreign worker under the IMP need to use the Employer Portal if the foreign worker does not have any open work permit.
Working of the Employer Portal—it’s simply an online replacement of the IMM 5802 form—that is—Offer of Employment to a foreign worker exempt from a LMIA.
