Under a law named SB 1159 signed by Governor Jerry Brown in September last year, all 40 licensing boards under California Department of Consumer Affairs need to consider application from immigrants, no matter what their immigration status is. Prior to this new ruling, California allowed legal residents only(having social security numbers) to apply for licensed jobs.
A total of 1.85 million undocumented immigrants are already living in California as of now. This has been revealed by the figures of Public Policy Institute of California.

The new law has already given instructions to licensing boards to consider federal taxpayer identification numbers issued by IRS(Internal Revenue Service) as a valid and acceptable proof of identification by the year 2016.
