Is my mom eligible under Supervisa?

Question in Detail: 
Five years ago, my mother was refused a visitor's visa to canada and I was told to sponsor her instead. They said there's not enough proof that she will leave Canada at the specified time. I think it's because I came to Canada as a visitor but then I married and had a child with my canadian boyfriend. I've been a canadian citizen for a while now, earning a decent income. The immigation back then had advised me to sponsor my mother instead but my mother didn't want to stay in Canada for a long time so a visitors visa will be good for her. Would she be eligible to apply for a temporary visa under the super visa program? Thanks.
